20 million fuel corruption scam hits Neelum Jhelum Hydro project

ISLAMABAD: The billion worth Neelum Jhelum Hydro Power Project (NJHPP) where various administrative and financial scams surfaced in near past now hits by another financial scam of twenty million rupees in fuel corruption the inquiry committee concluded its investigations a member of the committee share with The Frontier Post wish not to be named.

The member of the inquiry committee while sharing the facts of the scam added that the inquiry committee was formed after the financial scam surfaced in the project and worked for several weeks and found that twenty million rupees fuel was stolen in previous six months.

The official added that there is no proper check and balance system in the project to monitor financial affairs and specially fuel flow. He added that we found three times a single heavy weight vehicle reservoir was filled in a single day which cost was from 15000-18000 rupees. He added further that in the committee found that light weight vehicles reservoir was filled three times in a single day which costs the project of 8000-12000.

An official associated with the transport department of the project added that unfortunately in violation of laws some high-ups rented their own vehicles in the project which are mostly involved in fuel scam as well some junior officers of the project are also part of the financial scam which mentioned by the inquiry committee.

Its pertained to mentioned here that last month The Frontier Post exposed the scam of 4 luxurious vehicles of the project illegally using by the Staff officer to Minister for Water Resources Faisal Vawda, Staff officer to Chairman WAPDA, Joint Secretary of the Ministry of Water resources as well on other official of the project but no action was taken till filing this report by any authority against the accused officials.

A credible source in WAPDA told this scribe that the project fuels were not only used in their own vehicles but the fuel is also used by the vehicles illegally using in other departments and officials.

The Frontier Post forwarded a questionnaire to the Chief Financial Officer (CFO) on his official whatsapp messenger but after seeing the questionnaire he blocked this scribe and didn’t respond.

The project CFO was contacted through other communicating sources for more than two weeks for official version but he didn’t respond. It’s pertained to mentioned here that incumbent CFO of the project hiring was fulfilled in violation of the PPRA regulation and the board of directors (BOD) shows reservation on CFO hiring and directed relevant authority to advertise the position of the CFO but still he is enjoying the illegal status. 

The member of the inquiry committee further mentioned that in official records some vehicles were stationed in Islamabad and Muzaffarabad but their location was shown in other cities for nothing but just to use illegal fuel of the project that’s why the project cost is increasing because there is no tight mechanism of the financial flow.

It should be mentioned here that NJHPP is located in Muzaffarabad valley and having 969 MGW power generation capacities.

The Frontier Post approached the Joint Secretary of Ministry of  Water resources for official version but he didn’t respond since two weeks despite repeated commitments of sharing official version.
