CADD ministry instructed to restore services of PIMS doctors

Islamabad: Expressing resentment over terminating services of nine cardiac doctors from Pakistan Institute of Medical Sciences (PIMS), the Senate Standing Committee on Cabinet Secretariat Thursday termed the orders of Principal Secretary to Prime Minister, Fawad Hasan Fawad as illegal and also instructed Ministry of CADD to restore contract of all suspended doctors from July 01, 2015.

It met here with Senator Talha Mehmood in the chair also instructed FIA officials to halt inquiry against these doctors immediately. Chairman and members of the committee said that injustice was being done with the doctors. They said neither contract of the doctors was extended nor salaries were paid. They said doctors were giving a blessing like health to the masses but facing discriminatory attitude by the government. They added how the punishment could be awarded to all for the wrong committed by the one. They added that Dr Humayun committed a mistake and his services were terminated from the hospital. They further said why other doctors were being punished for termination of his services.

Secretary CADD told the meeting that it was allowed to the doctors of Cardiac center to run their medial related affairs in the evening. Upon this VC PIMS and Dr. Faisal informed the committee that  only operations were done while rest were operated in accordance with the law and money was submitted in the account of PIMS hospital.

The committee instructed to submit fees of two operations and revise contract of the doctors from 2015 and salaries must be paid. It lauded performance of the doctors and recommended to provide medical treatment to patients. The issue of regularization of doctors in Federal Directorate of Education was also reviewed in length.

Secretary CADD told the meeting that one person one post summary was not approved by the Prime Minister. He said recruitment of grade sixteen and above would be held through FPSC. Chairman Committee instructed to provide legal protection to employees of federal government, adding Ministry of Law has issued recommendations regarding regularization. He said the strategy must be chalked out in the light of said directives so that daily wages and contract employees’ services could be regularized.

Chairman Committee also sought details from CDA regarding handing over 11 acres land to GHQ.  He expressed dissatisfaction over pace of development work in sector D-12, saying the development work was initiated in 1988 but could not completed so far. The committee members also expressed annoyance on non-completion of infrastructure including roads, electricity, water and gas and summoned MD Sui Gas, Iesco chief and other concerned officials during the next meeting.

Chairman Senate body said that Chairman CDA had been categorically issued directives to complete Margalla road at the earliest. He noted that completion of new airport Islamabad would help minimize traffic rush from Kashmir Highway. He said CDA was also instructed to resolve issues while sitting together with local developers and the representatives of association to address the public grievances.

The committee was told that 5206 cases were in the courts while Chairman and Members of the Committee said that CDA was instructed frequently to make its legal wing strong and effective. It said number of CDA issues would resolve from this step.

During the meeting, Special Secretary Cabinet Division and officials of National College of Arts told the meeting the there is also branch of NCA in Rawalpindi, which is providing fun and arts education.  They said an application has been forwarded to establish its campus in Islamabad eying the importance.

It was told the meeting that 30 acres land has been allocated in Zone IV but not provided yet.  Upon this Chairman CDA and Member Planning told that application was given to the authority in 2006 regarding provision of land.  It further said that 20 acre land was marked in Zone IV. It further said that the approval of the Prime Minister was mandatory to meet legal requirements.

The standing committee also decided to compare with Senator Mohsin Aziz’s bill on Real State Regulation and Development Bill 2017 and current bill and also prepare a comparison report and present report after study from Ministry of Law to remove doubts. The meeting also decided that Islamabad Club Bill 2017 and Islamabad Gun and Country Club Bill 2017 regarding different departments of Ministry of CADD after holding detailed consultation with officials.

Chairman Committee Senator Talha Mehmood services of different officers have taken on deputation in CDA while these officers have no required experience. He suggested that only those officers’ must be taken on deputation who have experience of the concerned work.

Chairman CDA Ansar Aziz informed the meeting that no new recruitment was done in the top civic agency despite this fact there was a shortfall. The committee said that list presented during the previous meeting regarding officers on deputation in CDA is incomplete.  It instructed to present inquiry report about issue of CADD Ministry.

Senators including Kamil Ali Agha, Shahi Syed, Kalsoom Perven, Haji Saifullah Bangash while Secretary CADD Nargis Ghallo, Additional Secretary Establishment Division, Afzal Latif, Chairman CDA Ansar Aziz, Member Planning CDA and others were present in the meeting.
