Civil servant biometric system launched

KABUL: Independent Administrative Reform and Civil Service Commission (IARCSC) said Sunday in a statement that it plans to register all basic information of civil servants in a comprehensive, integrated, and modern human resources management (HRM) system within the next year.

The executive process of data registration on the HRM system was officially launched on Sunday, with the registration of Ahmad Nader Nadery, the chairman and commissioner of the Independent Administrative Reform and Civil Service Commission, read the statement.

According to the statement the accurate recording and registration of civil servant information in a central database will help to properly plan human resources and anticipate the recruitment needs and ease recruitment of civil servants.

The human resources management (HRM) system is designed to include information such as the date of the appointment of the employee, along with the identity of the worker (first name, last name, father’s name, grandfather’s name, gender, date of birth, place of birth and main/current residence).

The information entry will also include the email address and contact numbers of the employee, education details, the person’s position (title, position, duties and salary), the statement said.

Some information will be constant while other data will be updated as needed.

Biometrics of the employee, such as fingerprints, iris scan and facial image, will also be included, read the statement.

“Establishing a human resources management system is a significant advancement for Afghanistan,” said Ahmad Nader Nadery, the chairman of IARCSC.

“In order to properly plan staffing and human resources in the country, it was necessary that we, using more comprehensive systems, more efficiently and using today’s technology, can accelerate the process of economic and social development of the country and thereby enable the sustainability of various fields of information in Afghanistan,” Nadery added.

The statement said that according to available statistics, Afghanistan now has about 424,000 civil servants.

Officials said the new system will also prevent ghost employees.

Once the date entry process has been completed at the IARCSC, the system will be rolled out in the Ministry of Education and then other government institutions.

According to the statement the system was designed by an expert with the assistance of the Central Statistics Organization (CSO) and the Ministry of Telecommunications and Information Technology (MCIT). (TOLOnews)
