Josep Borrell delivers keynote address on the 15th Anniversary of the Civilian Planning Conduct and Capability

BRUSSELS: On 24 May, High Representative for Foreign Affairs and Security Policy of the European Union and Vice-President of the European Commission, Josep Borrell will address a High Level Conference organised to mark the 15th anniversary of the Civilian Planning Conduct and Capability (CPCC), the Headquarters for all CSDP civilian missions. The High Level Conference will take place in the premises of the European Parliament.

During the event, High Representative Borrell will highlight the contribution of Civilian CSDP missions to European security and the security of EU partners and look forward to the implementation of Strategic Compass objectives in the area of Civilian CSDP. These include the strengthening of Command and Control structures in Headquarters and the ability to launch a new mission with 200 personnel in 30 days.

Background

The Civilian Planning Conduct and Capability (CPCC) was created in 2007 as the single headquarters for all EU Common Security and Defence Policy civilian missions. It was transferred to the EEAS in 2010.

Since 2003, the EU has deployed 23 civilian missions. Civilian CSDP missions play a crucial role, contributing to address security challenges in Third States. They promote stability and build resilience in fragile environments in four priority areas: police, rule of law, civil administration and civil protection.

Currently, there are eleven EU civilian CSDP missions deployed in Africa, Eastern Europe and the Western Balkans, and the Middle East. The missions are: EU Capacity Building Mission in Mali (EUCAP Mali); EU Capacity Building Mission in Niger (EUCAP Niger); EU Advisory Mission in the Central African Republic (EUAM CAR); EU Capacity Building Mission in Somalia (EUCAP Somalia); EU Coordinating Office for Palestinian Police Support (EUPOL COPPS) and EU Border Assistance Mission in Palestine (EUBAM RAFAH); EU Advisory Mission in Iraq (EUAM IRAQ); EU Monitoring Mission in Georgia (EUMM Georgia); EU Advisory Mission in Ukraine (EUAM Ukraine); EU Border Assistance Mission in Libya (EUBAM Libya); and EU Rule of Law Mission in Kosovo (EULEX Kosovo). The EU also operates a Regional Advisory and Coordination cell for the Sahel under the Civilian CSDP umbrella.
