Justice Hilali takes oath as first PHC woman CJ

PESHAWAR: Governor Khyber Pakhtunkhwa administered oath from Justice Musart Hilali as first ever women Chief Justice Peshawar High Court (PHC) while legal fraternity congratulated new chief justice, on Saturday.

Senior Supreme Court Advocate and Ishaq Law Chamber head Ishaq Ali Qazi declared appointment of Justice Musart Hilali as important which promote image of Pakistan on global fronts. He claimed that first ever High Court Judge in Pakistan’s history also belonged to Khyber Pakhtunkhwa namely Justice Rashida Khalid who was appointed as Judge of International Court of Justice on becoming 2nd on seniority list.

The role of Justice Musart Hilali is appreciable at both bench and bar while in the Bar Chief Justice played active role for welfare of legal fraternity and she is also well-known Human Rights defender, Ishaq Ali Qazi advocate argued.

The legal fraternity also appreciated Justice Musart Hilali tenure as and claimed that she has granted decision on merit ensure dissemination of justice and claimed that Justice Musart Hilali didn’t become victim of Doctrine of Necessity to favor rulers.

The senior lawyer Ishaq Ali Qazi claimed that Justice Musart Hilali should be remember in judicial history of PHC for her commitment for establishment of Rule of Law. He added that during her legal practice Justice Musart Hilali become voice for voiceless in cases of Human Rights violations.

President Dr Arif Alvi on Wednesday approved the appointment of Justice Musarrat Hilali as the chief justice. She has replaced outgoing Chief Justice Qaiser Rasheed.She is the second female judge to be elevated to the chief justice of a high court in Pakistan after Justice Tahira Safdar, the CJ of Balochistan High Court (BHC). Justice Hilali will serve as CJ till her retirement.

Born in Peshawar on August 08, 1961, she received Law Degree from Khyber Law College Peshawar University and enrolled as an Advocate of District Courts in 1983, as an Advocate of the High Court in 1988 and as an Advocate of the Supreme Court of Pakistan in 2006.

Being a female she had several achievements in her career including being the first female elected office bear on the post of Secretary at the bar from 1988-1989, vice president at the bar (twice) from 1992 to 1994, General Secretary 1997-1998, first female twice elected as an executive member of Supreme Court Bar Association (SCBA) from 2007-2008 and 2008-2009.
