KP govt blamed for shifting Malakand funds to other districts

TIMERGARA: Pakistan People Party senior vice president and former MPA advocate Muhammad Zamin on Tuesday blamed the Khyber Pakhtunkhwa chief minister Pervez Khattak and minister for local government Inayatullah Khan for transferring Community Driven Local Development (CDLD) project’s funds to districts of Nowshera, Haripur and Buner.

Speaking at a news conference at the Timergara press club the PPP former lawmaker said the CDLD policy of the Khyber Pakhtunkhwa government was launched in six districts of militancy hit Malakand division in 2015 the MoU of which was signed by the PPP minister for finance Humayun Khan during the previous government. He said the European Union provided Euros 80 million for supporting the Khyber Pakhtunkhwa government CDLD policy.

The PPP leader said that Malakand division had been the worst region of militancy, military offensive, flash floods and earth quakes for which the European Union decided to support the KP government for successful implementation of its community driven local development policy in Chitral, Lower Dir, Upper Dir, Malakand, Shangla and Swat districts. He said the government was supposed to spend the EU funding in these districts on rehabilitation and reconstruction work till the end of 2018. He said the KP government recently included three more districts of Nowshera, Haripur and Bunir in the CDLD policy. “It means the 80 million Euros will now be spent in these districts,” he alleged, adding the JI and PTI local lawmakers had kept criminal silence on the matter.

The PPP leader also alleged the social mobilization role of the Sarhad Rural Support Programme (SRSP) was also abolished in the implementation of the policy. He said the SRSP had well trained and experienced staff while it had offered its services on the lowest bidding. He said hundreds of development projects including construction of roads, streets’ pavement, water supply schemes and power generation under the CDLD policy were successfully completed in Lower and Upper Dir.

He demanded of the Khyber Pakhtunkhwa government and concerned authorities of the EU to spend the entire allocated amount in districts of Malakand division as per the MoU signed by the previous government. The PPP leader threatened to bring workers of his party on the roads in Dir, Swat and Chitral if the government did not review its decision of extending the CDLD policy to other districts. The PPP activists Muhammad Israr, Bachawar Said, Muhammad Zeb and others were also present on the occasion.
