NA standing committee on HR meets

ISLAMABAD: The 37th meeting of the Standing Committee on M/o Human Rights met on Thursday in Islamabad, under the Chairmanship of Mr. Babar Nawaz Khan, MNA.

The meeting commenced with recitation from the Holy Quran. The Committee confirmed the minutes of the previous meeting which was held on 9th January, 2018 in its meeting. The Committee Members were asked to examine the Comprehensive Report/implementation status of the previous recommendations of the Committee and give their reservations on it.

Then the Committee was given briefing by the Secretary, Ministry of Human Rights and Minorities Affairs.

He informed the Committee that they have made Task Force to protect the child rights at district level and Provincial Minister for Law has held meetings that how they can use the Punjab Information Technology to make the system alert and protect the women and child rights in the areas of the province so that the work of sensitization should be enhanced. Some certain questions were raised by the Committee Members. The Committee was also given briefing on the issues of Asma of Mardan and Naqeebullah of Karachi, the Committee urged to investigate the case with full efforts and give report about the culprit in its next meeting.

The Committee could not satisfy on the performance of the Punjab Government on zero results of the rape murder cases in the Province of Punjab and recommended that all the stake-holders should hold a meeting with the Ministry of Human Rights to make amendments in the Bill for constitution of such a law to give due punishment to the culprit up-to 28th February, 2018.

The Secretary, M/o Human Rights ascertained the Committee that death punishment exists against child pornography and implementation on the punishment should be given.

The Committee recommended that Kainaat lying in the Comma position should be sent abroad for treatment so that she could live a normal life again.

The Committee further recommended that such a forensic Center should be established in all the provinces like that in foreign countries.

The committee urged that National Commission of Human Rights should have record of all the provinces on the rape and murder issues.

The Committee further urged that National Commission of Human Rights should submit its three year annual report through M/o Human Rights to the Committee.  Committee also urged the National Commission of Human Rights to hold a meeting with the provinces after three months on the issues.

The Committee urged that awareness programs should be arranged in the schools and universities to give information through their help lines at Federal and Provincial level.

The meeting was attended by Sahibzada Muhammad Yaqub, Ms. Farhana Qamar, Dr. Shazia Sobia, Ms. Amra Khan, Ms. Aliya Kamran Murtaza, Ms. Munaza Hassan, Ms. Phyllis Azeem, Ms. Asiya Naz Tanoli, Mr. Sajid Nawaz ,Ms. Zahra Wadood Fatemi, Mr.Kanwar Naveed Jameel, MNAs, Minister for Human Rights and officials of the Ministry of Human Rights and Provincial Government of the Punjab, Sindh and KP.
