PHC stops appointment of Pro-VC at UoP

PESHAWAR: Peshawar High Court (PHC) has stopped appointment of Pro Vice Chancellor at University of Peshawar (UOP) while ordered respondents including Secretary Higher Education Archives Department along with VC and Registrar UOP to submit reply, on Tuesday.

The divisional bench comprising of Justice Ishtiaq Ibrahim and Justice SM Attique Shah heard writ petition of Prof. Dr. Muhammad Yaseen, Dean Faculty of Numerical & Physical Sciences, one of senior most dean serving in UOP while Saifullah Muhib Kakakhel Advocate appeared before PHC. He argued that the recommendation for appointment on the post of Pro-Vice Chancellor, UOP in which as per section 12A of KP Universities Act, 2012 three Senior most professors names are to be sent and considered for appointment which was not followed.

The counsel Nauman Kakakhel argued that previously the petitioner was de-notified by the Governor/ Chancellor of UoP and another professor namely Prof. Dr. Qamar uz Zaman from the faculty of numerical and physical sciences was appointed as Dean by the respondents. The said notification and de-notification were declared as illegal by the Peshawar High Court but respondents are violating the judgment of the court by showing Prof. Dr. Qamar Uz Zaman as Dean in the official website as well as in correspondence.

The counsel further argued that his client was not even called for important meetings in which policy decisions were taken and he was ignored and a person whose notification of appointment was declared illegal was called by respondents to harass, humiliate, torture and to degrade the petitioner.

He further said that the judgment has not been followed and therefore the vice chancellor and acting registrar, UOP have committed contempt of court. He stated that contempt petition has also been filed by his client against the abovementioned persons.

The court after hearing the arguments of counsel for petitioner, stopped the respondents from appointment on the post of Pro-Vice Chancellor, UoP and comments were called from VC, UoP, Registrar, UoP and Secretary Higher Education Archives Department, Khyber Pakhtunkhwa.
