No plan of Khasadar Force removal, says Law Minister

PESHAWAR: Khyber Pakhtunkhwa Minister for Law Sultan Muhammad Khan said on Monday that government has no plans to sack Khasadar Force but legislation for them was underway and would be merged into KP police force.

Speaking on the floor of the house during Provincial Assembly session Minister for Law Sultan Muhammad said that Levies and Khasadar forces were being secured through ordinance and after a short span of time would be merged into police force.

The assembly session was chaired Speaker Mushtaq Ahmed Ghani.

Earlier to this speaking on the Law & Order situation in the province the Opposition Leader Akram Khan Durrani said that terrorism had destroyed education, economy, and industry in the region.

“The sacrifices of KP police were acknowledge in fighting against this menace but there were still incidents of looting, robbing, target killing, kidnapping, extortion and children’s molestation were happening,” he said and added that the province is now facing bigger issue of law and order situation raised by the strike and sit-in of Khasadar Force.

“On April 03, a number of 35000 Khasdar would stage a protest demonstration in Khyber tribal district, erstwhile Khyber agency,” he stated and if the government was serious on the matter would have introduced a service structure for them or would have merged them into KP police force.

He also said that seniority issue was also to be addressed as Khasadar Force also have senior officials and to be ranked in police.

Durrani maintained that it was strange to see Governor KP Shah Farman chairing the APEX Committee meeting while Chief Minister Mahmood Khan was sitting aside.

“Would the government explain this that who was the chief executive of the province either Chief Minister Mahmood Khan or Governor KP,” he stated and added that the act of governor makes the status of Fata merger dubious.

Responding to the question on the status of Fata the Law Minister Sultan Muhammad said that Chief Minister was the chief executive of the province and decision were only made by the CM or cabinet.

“APEX Committee’s meeting was a consultation process,” he defended.

Earlier to this on the same matter, the Parliamentarian leader Saradar Hussain Babak said that the sit-in of Khasadar Force since long was a alarming situation but government was silent on their demands.

“As much as 35000 Khasadar personnel either to be regularised or merged into police force,” he said and added that it was hard to understand that why government could not manage the matter of Khasadar Force while had hired persons in the name of peace committee and each was being paid Rs.25000 a month.

“We have been facing intense pressure regarding banned organizations,” he asserted adding that those organization were still inviting youth for Jihad and collect alms during their addresses in mosques.

Sardar Hussain questioned the provincial government for the murder of SP Tahir Dawar and said that he knew that government had no answer.

Member of Provincial Assembly Inayatullah Khan on a call attention notice provided that World Health Organization (WHO) in its recent study had declared that 90 percent of bottled water contained plastic particles which cause cancer.

“As much as 33 percent people died of water born diseases in Pakistan,” he added and said that 80 percent diseases were caused by contaminated water.

He asked the government to legislate against the selling of unhygienic water and form a committee to investigate the matter further.

On the notice, the Speaker Mushtaq Ahmed Ghani said that a committee would be constituted comprising food, health and WHO authorities.

“Law against the plastic bags already existed but the process of its implementation should be accelerated,” he stated and added that those factories should be shut for negating the law and were busy in manufacturing plastic bags.

MPA Nighat Orakzai also through a call attention notice told the house that the incidents of child abuse were increasing day by day and the government should take the matter seriously to prevent such incidents of sexual assault of children in future.

The PA also passed a number of resolutions, including a resolution moved by MPA Humera Khatoon which stated that immediate steps should be taken to block porn sites on internet like other countries.

MPA Smera Shams moved a resolution stating that examination centre of Public Service Commission should also be opened in Dir, which was unanimously passed by PA.

MPA Ravi Kumar moved a resolution stating that minorities should be given five percent quota instead of three percent also in KP like centre and other provinces, which was unanimously passed by PA.  MPA Taj Muhammad Tarand moved a privilege motion on the floor of the house stating that IG Establishment refused to meet him for two times when he visited his office.

The Speaker Mushtaq Ahmed Ghani handed the stance of MPA to committee to investigate the matter.
