Irregularities in appointment & promotions in KP’s health sector

PESHAWAR: Despite tall claims of Pakistan Tehreek-e-Insaf (PTI) of bringing positive change in the health sector after ruling the Khyber Pakhtunkhwa (KP) for almost ten years, the Young Doctors Associations (YDA), employees and patients raised some serious questions about the irregularities in the well-known health institutions of the province.

From the past few days, social media users and YDA members started a trend of asking the former health Taimur Saleem Jhagra regarding the irregularities in health institutes and blaming the previous government for destroying the health sector with their experiments.

The PTI led provincial government introduced Medical Teaching Institutions Reforms Act, passed by Khyber Pakhtunkhwa Assembly in 2015, The MTI 2015 Act was first enforced in Peshawar’s Lady Reading Hospital (LRH) and later in Khyber Teaching Hospital (KTH) and Hayatabad Medical Complex (HMC), currently the law covers 11 hospitals and their affiliated medical colleges in Dera Ismail Khan, Bannu, Abbottabad, Swat, Nowshera, Mardan and Swabi districts of Khyber Pakhtunkhwa.

The MTI Act was meant to bring positive reforms in the health sector in the better interest of the masses in getting quality treatment in the government health institutions but unfortunately some of the ill-minded people used the act for fulfillment of their own wishes. Despite the availability of qualified employees in HMC and Khyber Girls Medical College (KGMC), the BoG HMC awarded the high posts to some of their favorite persons, The Frontier Post learnt.

According to the information available on KGMC website, currently Prof Amin ul Haq is working as Professor, Chairman Department of Biochemistry, Associate DEAN KGMC, Director PGMED, Chairman Disciplinary Committee, Chairman Faculty Promotion Committee and Chairman Procurement Committee, despite that he was retired in 2019.

Amin ul Haq was reappointed illegally after the retirement on the post of professor as he was only a MBBS, M.Phil holder which is against the rules and regulations, but one can clearly see that the rules were ignored and twisted for the favorite employee.

The sources informed that Amin ul Haq (MBBS, M. Phil) is likely to be reappointed for the fifth consecutive time this year despite that the two qualified PHDs are available in the KGMC Department of Biochemistry including Dr Nabila Sher and Dr Kalsoom Tariq, waiting for their promotions and rights in this regard.

Some of the appointments in HMC and KGMC raised serious questions about the MTI rules and regulations as it is only for the juniors? Or only for the lower grades employees, when will the action be taken against those who are not eligible but still enjoying the perks and privileges and looting the rights of the qualified staff?
The appointment of Amin ul Haq was also used as an excuse for appointing the retired employees only for administrative purposes not for academic purposes.

On the condition of anonymity, the source said that if a person is himself not eligible for the occupied position then how he can decide the appointments and promotions of other employees. Sources claimed that the promotion committee under the chairmanship of Amin ul Haq, promoted more than 100 employees illegally by bypassing the policy board of Nousherwan Burki.

All the promotions were rejected by the finance department and disowned all the perks and privileges in this regard. The Finance department informed the HMC that it is their own decisions and declared it illegal as per the rules. It is worthy to be mentioned that not a single example of such promotions could be seen in other MTIs of the province as it is unique case in its own way.

The social media users and employees of these institutions demanded from the concerned authorities’ to investigate the irregularities in KGMC and HMC on the name of promotions and reappointment.
