NPC approves 9 contracts worth more than 30m USD

KABUL (BNA): The 182nd meeting of the National Procurement Commission (NPC) presided by President Mohammad Ashraf Ghani was held at the Presidential Palace. At this meeting, 13 procurement contracts were reviewed which resulted in approval of nine contracts worth more than 30 Million USD. Ministry of Urban Development and Land (MUDL) presented the report on the contract for construction of 93 schools with pre-fabricated parts to NPC; which after comprehensive review was approved by NPC.

During the discussion on this project, the President emphasized that any delay on this project; would not be acceptable and assigned MUDL to set and provide a timeline for the completion of respected schools and submit it to the President Office. Request for the approval of the contract for procurement of IT equipment required for administrative and educational complex of Central Statistics and Information Organization; located at Kabul University, after review was awarded to the first responsive bidder and approved by NPC.

Meanwhile; the request for approval of the contract for procurement of internet service for 31 customs and Mastufiats of Ministry of Finance was awarded to responsive bidder and also approved by NPC. Request for approval of the contract for maintenance of sewage purification system, septic drainage and transfer of solid waste; related to the 5th and 6th Lots of Ministry of Interior Affairs was awarded to bidder; who offered appropriate price and approved by NPC. However; request for approval of the contract for remainder affairs of Ghazni provincial hospital; related to the Ministry of Public Health (MoPH) was returned by NPC and Banaee Construction Enterprise entrusted to review the price differentiation and complexity work of the contract up to 10 working days and present the report to the NPC.

Subsequently; the request for approval of the contract for procurement of text-books for 24 central and provincial universities; related to the Ministry of Higher Education (MoHE) was rejected by NPC and Ministries of Higher Education and Finance were entrusted to review the procurement of textbooks in digitalized/Soft form and establishment of units for compile and translation at the universities of the country.

Two notes from Common Used Items Directorate of NPA; on the contract for procurement of medical equipment (Laboratory, Pediatric cardiac) required by Aino Mena and Indira Gandhi Hospitals under the contract for reduce of mortality rate death and maternal death in Kabul and Herat Provinces; as well as the note on the contract for procurement of 53 medical items; required the Blood Bank Directorate were presented which after review and discussion, because of difference between actual and estimated costs were returned and it was decided to negotiate to the Minister of Public Health and asked for the presence of MoPH Minister in the next NPC session.

Ministry of Communication and Information Technology (MCIT) proposed the approval for increase in threshold of Award Authority of Afghan Telecom from 500,000 Afs to 5000,000 Afs; which was approved by the NPC.

Moreover; based on the agenda; the report on the implementation of previous NPC instructive decisions on the contract for procurement of stabilizer 2000 kva and its three related components with its installation; related to the General Directorates of Wolasi Jirga and Mashrano Jirga`s Secretariats; and report on review of the contracts; related to the General Directorates of Secretariat for both Wolasi Jirga and Mashrano Jirga secretariats were presented by assigned committee of NPA and Office of Attorney General to NPC; which after discussion it was decided to refer the report of the committee to Office of Attorney General for further legal prosecution of those who are involved in these projects and cases.

In addition; the implementation of National Procurement Commission (NPC) instructive decision pertaining maintenance of sewage purification system, drainage of septic well and transfer of solid wastes; related to the 3rd and 8th Lots for Fiscal Years 1398 and 1399; related to the Ministry of Interior Affairs was also approved by NPC.

The Combined Security Transition Command (CSTC-A) of the Resolute Support requested NPC to renew the threshold level of award authorities in Ministries of Defense and Interior in request for quotations procurement method; which except some points included in this request, other provisions, on a condition that transparency and regular supervision of the process guarantees by CSTC-A was approved by National Procurement Commission (NPC) and it was noted that the procurement of requirements does not include the provisions of current contracts of the these Ministries.

The objection of Sapti Oghlo Construction Company on review of National Procurement Commission (NPC) decision pertaining the award of the contract for construction of a terminal complex (ATM), Apron and airfield parking of Khost Province airport was provided to Harirood Construction Company; related to the Ministry of Transport, which after comprehensive review; the objection deem valid and project approved to both companies as JV.

In this meeting; beside the NPC members, the officials of National Procurement Authority, the national and international observers including Finance, Budget and National Economy Commissions of Lower House and Upper House (Wolasi and Mashrano Jirga), Integrity Watch Afghanistan (IWA), the Special Inspector General for Afghanistan Reconstruction (SIGAR), and Combined Security Transition Command (CSTC-A) of the Resolute Support, had also participated.
