Irregularities in KTH: Four major position holders enjoy civil servant post in MTI-KTH

PESHAWAR: The Khyber Pakhtunkhwa government has always claim that they will eradicate corruption and irregularities from the government department but it has been noticed that in Khyber Teaching Hospital four major position holders including the hospital director were enjoying Civil Servant Posts which is clear cut violation of rules and regulation of Medical Teaching Institution Act 2015.

The documents available with The Frontier Post said that the hospital director will not be a civil servant as written clearly in MTI Act 2015 but the MTI KTH hospital director enjoy two posts for more than one years but no one has been asking for violation of rules and regulation.

Similarly the Dean of Khyber Medical College (KMC) being appointed as dean of KMC is also a civil servant which is again violation of rule and regulation of MTI Act while the Medical Director (MD) of the hospital not signed the contract of BOG KTH till date because he is also a civil servant.

Sources informed that the secretary BoG was appointed on fixed pay and he is still holding his civil servant post as a stenographer BPS 16 and enjoy two jobs. The Secretary BOG was awarded regular annual increments and non-professional allowance, house subsidy and other full fledge benefits which is a clear cut violation of rules and regulations.

The source further said that Assistant Manager Finance of KTH was appointed by the hospital director with a deal to get admission his son in Medical College, adding and alleged that the HD has appointed many political blue eye people in the hospital.

Recently Board of Governor (BOG) Lady Reading Hospital Peshawar Dr. Nowsherawan Burki has taken resignation from LRH hospital director Dr. Mukhtiar Zaman as copy of the notification is also available with FP as he was serving as civil servant and was sent back to KTH.

Similarly the source informed that irregularities were also notice in the Pharmacy of the hospital as one of the BOG member of the hospital demanding 4 lack commissions per month from pharmacy store owner who want to established pharmacy in the hospital.

The hospital pharmacy place was allocated in front of the hospital but the place was assigned to a consultant free of cost which is a total violation of rules and regulation because private firm is utilizing a profitable place in the hospital.

It’s been almost two years now. An average of 600 million lose has been done to the hospital by not establishing pharmacy.

The source further informed that around 700 million corruptions were notice in MTI KTH on the name of renovation and beatification in KTH.

The Source further informed that after the Execution of Contract Agreement the Consultant was responsible for Phase 1 ‘’Assessment & Master Planning’’ within a time period of two months however the consultant could not complete the task even up to date.

He further added that the consultant was responsible to complete the phase 2 ‘’ Design & Cost Estimate, PC-1 in two months however consultant could not finalize the award of contract within the stipulated time period hence the project delayed up to July / August 2017.

The project was suppose to be completed in 6 months and cut off time was 17th April 2018 but even 25% work is not completed yet which is a great lose to the institution which is severely  affected the patient care.

The source further informed that Private rooms are suspended for the last five months without awarding contract. Around 1.5 million revenue was lost because of private rooms and patient care suffered.

He further added that last year more than 90% dengue patients were facilitated by KTH. In private room B side more than 35 rooms were reserved for the dengue patients but this year no private room is available to cater the need.

When contacted regarding the irregularities in Khyber Teaching Hospital Peshawar from the Board of Governor MTI KTH Dr. Faisal Sultan said that he will discuss the issue of civil servant with his legal counsel in KTH, adding that the MTI act did not ask for these tenured posts to resign from their civil servant posts.

About the renovation projects in MTI KTH BOG chairman said that the renovation project will provide benefits to the hospital in the long term and will provide facilities to the patients.

When contacted senior protocol officer and Media Manager MTI KTH Farhad Khan said that the renovation project of MTI KTH will provide 94 outdoor patient’s department facilities to the patients in the hospital.

He further added that around one lack square feet land will be available through the renovation project of KTH while around one thousand patients will accommodate from the facilities in the hospital.
